“I have known Ahmed for nearly seven years and consider him one of the best professionals I’ve had the opportunity to work with. He combines deep subject matter expertise with a friendly demeanor and exceptional communication skills.

I first encountered Ahmed on an EPC project presentation for a neighboring school district. At the time, I was a relatively new Director of Facilities, exploring my first Energy Performance Contract (EPC) project. Ahmed led the presenting team and immediately stood out with his passion, in-depth project knowledge, and clear grasp of EPC concepts. He highlighted the project’s specifics and demonstrated how EPC can be customized to reflect a district’s unique needs.

That presentation was unlike any I’d attended before, and I left with a much clearer understanding of EPC. I invited Ahmed to meet with our district’s central administration team. Despite our limited funding and a long wish list of potential projects, Ahmed delivered a compelling, cost-conscious presentation that showed he could listen, adapt, and align the EPC approach with our needs. As a result, our district decided to pursue a much needed EPC.

I had the privilege of working with Ahmed across all phases of the EPC project—from research and initial presentations to developing a highly customized scope of work and overseeing construction. Each stage presented its own challenges, but Ahmed and his team demonstrated professionalism, strong listening skills, and a clear ability to collaborate with the district to address issues promptly as they arose.

My overall experience working with Ahmed was highly positive, and I would gladly work with him again and recommend him to anyone considering EPC. His advisory services are valuable for clients at any level of familiarity with the industry.

Ahmed is exceptionally knowledgeable about all aspects of EPC and stays at the forefront of the latest news and regulations. He is candid and transparent, clearly outlining both the positive and negative effects of proposals so clients have a complete understanding of their choices”.

“It is with great pleasure that I provide this letter of reference for Ahmed Ibrahim, whose leadership, technical knowledge, and exceptional professionalism were instrumental in the successful design and implementation of the Energy Performance Contract (EPC) for the Coxsackie-Athens Central School District (CSD). I strongly recommend Ahmed as a consultant for school districts seeking expertise in energy performance, facilities improvements, and strategic financial planning.

Ahmed possesses a deep and comprehensive understanding of building systems, codes, safety protocols, materials, and construction methodologies. He has a rare ability to clearly articulate complex technical information, enabling district leaders, boards of education, and community stakeholders to easily understand project goals, timelines, and expected outcomes.

One of Ahmed's greatest strengths—particularly valuable to school districts—is his expertise in state aid, grants, and incentive structures. He understands the nuances of New York State Education Department building aid, utility incentive programs, and the financial mechanisms available for school capital and energy projects. Ahmed effectively guided our business office through the financial planning needed for a project of this scope, helping us leverage available aid, evaluate cost structures, and ensure that all fiscal decisions aligned with long-term district goals. His ability to connect technical project design with district financial strategy is a critical asset for any district considering major facility or energy improvements.

His leadership and team management throughout the project were exceptional. Ahmed fostered a positive, organized, and collaborative working environment with subcontractors, engineers, district personnel, and field staff. He delegated responsibilities effectively, resolved conflicts promptly, and consistently communicated with clarity and transparency. These qualities built trust among all stakeholders and ensured that the project moved forward smoothly and efficiently.

Working within active school buildings requires a consultant who understands the complexities of scheduling, safety, and continuity of operations. Ahmed excelled in this environment. His adaptable planning and scheduling allowed our schools—used seven days a week by students, staff, and community groups—to remain fully operational without disruption. He skillfully adjusted timelines and resource allocations as needed, navigating issues such as weather delays, equipment lead times, and building availability.

Under Ahmed's leadership, the district undertook a comprehensive Energy Performance Contract that modernized our aging infrastructure and addressed longstanding building challenges. The project replaced outdated steam heating with a modern high-efficiency condensing boiler plant, upgraded ventilation systems in classroom wings dating back to the 1950s and 1970s, transitioned our buildings from pneumatic to fully electronic controls, modernized lighting, and resolved longstanding electrical issues. These improvements significantly enhanced classroom comfort and indoor air quality, benefiting both students and staff.

This carefully planned and expertly executed work represented a substantial investment in the future of our facilities. Through Ahmed's guidance, the district achieved an impressive 35% reduction in energy costs, translating to long-term operational savings that directly benefit students and taxpayers. Over the 18-year life of the project, these efficiencies generate a net financial benefit of $2.3 million, ensuring that our schools not only operate more reliably but do so in a way that strengthens the district's fiscal stability.

These outcomes demonstrate Ahmed's ability not only to guide engineering and construction components, but also to connect them meaningfully to district financial strategy, state aid planning, and long-term community benefit. His understanding of how facilities improvements support student learning and well-being informs his approach, and he consistently operates with integrity, accountability, and a commitment to delivering value.

I recommend Ahmed Ibrahim without reservation as a consultant for school districts. His technical expertise, financial knowledge, communication skills, and commitment to service make him a trusted partner for districts seeking to improve infrastructure, increase efficiency, and maximize available funding. If further information is needed, I would be happy to speak in more detail.

Retired Officer in Charge - Rockland Community College

It is with great pleasure that I support Ahmed Ibrahim, an independent advisor to higher-education institutions on matters involving energy efficiency, Energy Performance Contracts (EPCs), and large-scale capital and infrastructure planning. Over the course of our professional work together, I have gained a clear appreciation for Ahmed’s deep technical expertise, commitment to transparency, and rare ability to guide institutions through complex, high-stakes investment decisions.

Higher-education institutions, particularly those managing aging facilities, rising operating costs, and multifaceted capital plans, require trusted expertise that bridge energy engineering, finance, regulatory policy, and long-term campus planning. This is precisely where Mr. Ibrahim excels.

Ahmed brings a sophisticated understanding of how modern EPC structures compare to the traditional capital project status quo. His ability to evaluate the full EPC lifecycle, including technical, financial, regulatory, and operational aspects, provides colleges and universities with clear insight into tangible value opportunities. He is adept at identifying energy-savings pathways, operational efficiencies, and capital-avoidance benefits that institutions often miss without specialized guidance.

One of the greatest strengths that Ahmed offers is his independence. Unlike many traditional A/E or developer-aligned consultants, whose incentives often correlate to project size or simplified engineering recommendations, Ahmed operates free from conflicts of interest. His sole priority is representing the best interest of the institution, ensuring that every recommendation is based on technical merit, financial prudence, and alignment with institutional goals. This independence is particularly critical in substantial capital investments where design choices, scope definitions, and technology selections can materially impact both cost and long-term performance.

Ahmed’s understanding of energy efficiency technologies, integration strategies, and state-level regulations is exceptional. He is well-versed in utility incentive programs, energy-savings guarantee structures, federal and state compliance frameworks, and the engineering methodologies that drive reliable long-term savings. Equally important, he has extensive experience collaborating with institutional leadership teams, bond counsel, fiscal advisors, and Boards of Trustees. He translates technical and financial complexity into clear, actionable insights that help institutions make confident and informed decisions.

Higher-education institutions that engage Ahmed Ibrahim’s services stand to gain a neutral, highly knowledgeable advisor who brings structure, rigor, and accountability to complex capital and energy-infrastructure initiatives. He can help institutions:

  • Define transparent bid models and evaluation criteria

  • Select and deploy the most protective savings-guarantee frameworks

  • Align A/E teams, construction managers, and developers to act in the institution’s best interests

  • Integrate modern energy technologies in ways that maximize lifecycle value

  • Ensure that project scope, financial structures, and long-term risks are fully vetted

In doing so, Ahmed empowers institutions to “get the best out of the industry” leveraging expertise they may not have internally, while creating a customer-centric framework for decision-making that elevates both value and performance.

Having worked with Ahmed personally and professionally, I can attest to his integrity, diligence, and exceptional command of both the technical and strategic dimensions of energy and capital planning. He brings a collaborative spirit, a solutions-oriented mindset, and a level of professionalism that earns the trust of administrators, engineers, and financial stakeholders alike.

I recommend Ahmed Ibrahim without reservation to any college or university seeking a knowledgeable, independent advisor to support EPC initiatives, long-term energy planning, or capital-infrastructure investments. His guidance is not only technically sound, but it is institution-centered, transparent, and grounded in a genuine commitment to advancing the mission of higher education.

Assistant Superintendent of Business & School Services - Schodack CSD

In summary, working with Mr. Ibrahim was truly beneficial. The Energy Performance Contract (EPC) process can be very detailed and confusing, and Mr. Ibrahim’s expertise in the field made the learning process much more simple. Mr. Ibrahim’s personality traits of “educator” and “patient”, with his “holistic” approach to project development really make him a true asset to any district looking to venture down the road of an EPC and/or project related to energy savings/efficiency; should a project involved energy savings measures outside of an EPC.

I have worked with Mr. Ahmed Ibrahim for about 4 years. During that time, Mr. Ibrahim was instrumental in working with our Business Officer, Board of Education and Facilities Department to close out one Energy Performance Contract (EPC) and begin to plan and discuss another. In

my role, as a newer School Business Official, I was very inexperienced with the inner workings of an EPC. Mr. Ibrahim’s greatest strength was to not only break down the process to me, but to break it down in a way that made sense to me. Furthermore, he was able to describe the process, transactions, and inner workings at a level that made sense to our Board of Education.

Mr. Ibrahim helped me to slowly walk through the RFP process, so that I understood it. Beyond the RFP, Mr. Ibrahim and I spent ample time discussing and navigating our way through contract proposals and eventual contract terms. Mr. Ibrahim’s knowledge of NYS Education Department (NYSED) procedures and requirements was quite impressive, and genuinely educational. I was very fortunate to have Mr. Ibrahim’s commitment to teaching and explaining. In some cases, multiple approaches of explanation were necessary. Mr. Ibrahim remained calm, composed, and driven throughout the process. Mr. Ibrahim’s work and explanation were always accompanied by his utmost professionalism, high levels of integrity and genuine concern and care for us as a school district. Compliance with NYSED remained a priority of both Mr. Ibrahim and the District.

Mr. Ibrahim is very well educated in the fields of EPC’s, energy efficiency, available technologies, utility programs and relatability to school districts. As a School Business Official, I commend Mr. Ibrahim’s holistic approach to project planning; not only focusing on the scope of work, but also being able to inform and educate districts on additional/available funding streams.

Mr. Ibrahim worked very closely with the District, and established a quality partnership between himself, the District, and funding groups such as New York State Energy Research & Development Authority (NYSERDA). The value added from a consultant in the field of EPCs exists in the independent nature of the role. Rather than his compensation being tied to a percentage of the project scope, a consultant's role is to ensure that the District is getting the right service for the best dollar, all within compliance.

In summary, working with Mr. Ibrahim was truly beneficial. The EPC process can be very detailed and confusing, and Mr.
